着重探讨如何加强建设工程招投标管理

摘要: 自招投标制度引入我国以来，伴随着改革开放的历程，招投标事业不断发展壮大，招投标制度在提高经济效益、推进体制改革、培育市场体系乃至提高国民经济整体素质等方面发挥了重要作用。同时，招投标的领域也在不断拓展，从单纯的工程建设，逐步拓展到货物采购和服务等多个领域。《招标投标法》实施后，招投标活动步入法制化轨道，全社会依法招标意识显著增强，招标采购制度逐渐深入人心。但从我们近几年对国家投资建设项目的审计情况看，建设工程招投标活动中违反招投标法律法规的问题还很突出，给固定资产投资管理造成了不利的影响，亟待引起有关部门的重视。因此，要加强工程建设招投标的管理，就要认真研究、分析行业中的主要问题和行业发展趋势，对症下药，采取有效措施，加强管理，促进招投标事业健康发展。

Therefore, to strengthen the management of the construction project bidding, will be seriously study and analysis of the main problems in the industry and the development of the industry trend, suit the remedy to the case, take effective measures to strengthen management, and promote the healthy development of bidding career.

一、存在的主要问题

1、市场机制尚需完善。建筑市场各环节监管部门之间的信息联动机制尚未建立，市场主体的不良行为和诚信行为记录仍未能实现共享共用，对存在违法违规行为的单位和个人，难以进行全方位的监督和处罚，无法形成客观、公正、全面的失信惩戒、守信激励机制。同时，行业监管缺乏一致性和连贯性，特别是标后监管薄弱，导致低价中标、高价结算的现象时有发生。
