东北老工业基地振兴与沈阳经济区建设

摘要：东北老工业基地是是“新中国工业的摇篮”。它是我们党在新中国初创时期领导建立的基础性、骨干性、战略性的工业基地。近些年来，东北工业在全国工业经济中所占有的比例下降。2003年10月，中共中央、国务院发布《关于实施东北地区等老工业基地振兴战略的若干意见》，明确了实施振兴战略的指导思想、方针任务和政策措施。本着这就项意见，沈阳市正式提出了“沈阳经济区”这一概念，这一经济区由沈阳、鞍山、抚顺、本溪、辽阳、铁岭6城市组成，同时，为使这一经济区的功能更加完善，使之拥有自己的出海口，拟将营口划入区内。这样由七座城市形成空间上的北斗七星格局构筑一个经济腾飞的璀璨的“大沈阳”。

Abstract: In the northeast old industrial base is the cradle of new China Industrial. It is the basis of our party to establish start-up period in the new Chinese leadership, the backbone of the strategic industrial base. In October 2003, the CPC Central Committee and the State Council issued the “opinions” on the implementation of the northeast old industrial base strategy, a clear implementation of the strategy of revitalizing the guiding ideology, principles and tasks and policy measures. The spirit of this opinion, Shenyang City, formally proposed the concept of “Shenyang Economic Zone”, the Economic Zone of Shenyang, Anshan, Fushun, Benxi, Liaoyang, Tieling city, at the same time, in order to make this economic zone more functions, and have their own to the sea, intends the Yingkou included in the region. So formed by the seven cities in the Big Dipper pattern space to build an economic take-off of the bright “Shenyang”.

一东北三省历史业绩回顾

东北老工业基地是是“新中国工业的摇篮”。它是我们党在新中国初创时期领导建立的基础性、骨干性、战略性的工业基地，也是新中国成立初期国家为实现工业化和建立完整的工业体系而集中全国的人力、物力、财力投入东北地区形成的以重工业为主要特色的产业基地。从“一五”时期到20世纪90年代，东北老工业基地为我国的经济建设做出了极其巨大的贡献，它不愧“共和国的长子”这个称号。改革开放以前，东北地区是我国最重要的工业基地和最发达地区，各种知名的企业如：中国汽车工业的摇篮--长春第一汽车制造厂，中国第一个大型化学工业基地--吉林化学工业公司和改变了中国石油工业面貌的大庆油田都在经济增长中发挥出突出的作用。另外，东北三省的利税情况也是居全国前列。
